Chapter 119 (Rental Unit Occupancy) requires the owner of a rental unit to report the name, address and date of birth of each person living in it, plus the number of rental units you own, to the Township Manager. You file within 15 days of each new occupancy, and a complete, up-to-date listing of all your tenants by January 15 each year (Towamencin Code § 119-1).
The Township's Residential Rental Property Form collects the owner's contact details, the tenants' names and the lease terms, and says a new form is needed any time there is a change in tenants.

Neither Chapter 119 nor the Township's Residential Rental Property Form sets a fee for the rental report. The Township's 2026 Fee Schedule (Resolution 25-48) does list a separate $75 per unit fee for one to four rental units under its fire protection inspection fees, which appears to relate to the Chapter 80 inspection program.
Fee schedules change each year, so confirm with the Township at 215-368-7602 or permits@towamencin.org before you file.

Chapter 119 only requires owners to report their rental units and occupants (Towamencin Code § 119-1). But Chapter 80 authorizes a fire, life safety and emergency equipment inspection program that covers residential rental units, with biennial fees set by the fee schedule (§§ 80-1, 80-4). Call the Township to confirm how it applies to your property.
The Township has also adopted the 2009 International Property Maintenance Code (§ 117-1), and an inspection applies when ownership of a home changes (§ 59-1).

Yes. The code says no change in the ownership of a residential dwelling unit may be made until the Township approves a change of occupancy application (Towamencin Code § 59-2). The Township inspects, including smoke detectors and the sewer trap and vent (§ 59-1).
The application asks for the tenant's name if the home will be rented. Its current fees are $120 (single-level condo or apartment), $130 (two-level townhome or single-family home) and $75 (mobile home, or a home with no public sewer or sidewalks and curbs), with a possible $50 re-inspection fee. The application must be dated within 60 days of settlement, and the Township asks for 10 business days to process it. Fees can change, so check the current fee schedule.

Violating the rental report requirement is punishable by a fine and costs of prosecution (Towamencin Code § 119-2).
Occupying or using a dwelling without change of occupancy approval is a summary offense carrying a fine plus prosecution costs, and each day after a notice to cease and desist counts as a separate offense (Towamencin Code § 59-5).
